U.S. Congressman. Born in Walhalla, South Carolina, he moved with his parents to Winnsboro, Texas, in 1857. There he was a teacher (1875-78), was elected judge of Franklin County in 1878, studied law, was admitted to the bar in 1882 and commenced to practice law in Mount Vernon, Texas. He was a lecturer for the Farmers’ Alliance, engaged in the newspaper-publishing business, was president of the Texas Press Association, (1886-88), was influential in the formation of the Populist Party and served as committeeman, (1892-1900). In 1915, he was elected as a Democrat to the Sixty-fourth Congress, serving until 1917. An unsuccessful candidate for re-nomination, he was farmer in Kaufman, Texas, until his death at age 86.
