Agness was the daughter of Walter and Winifred (Wood) Neal. The Neal family was all born in Virginia with a total of thirteen children; Agness was the tenth. She and her husband moved to Gallia Co., OH after their marriage along with six of her siblings and their spouses. They families descended from these seven siblings include Neal, Hall, Wray, Burk and Wiseman.

Agness married John Wiseman 24 Dec 1812 in Amherst, Monroe Co., VA. They raised a family that included twelve children:
