Son of John and Rachel Elmer.

On September 16, 1862, James mustered in as a Private in Company H, 5th Regiment, Vermont Infantry. He was wounded at Savage's Station June 29, 1862, and taken as prisoner of War. James was paroled on the 3rd of August, 1862. He transferred to Company D of the 17th Regiment, Veterans Reserve Corps July 6 1863, then mustered out September 15, 1864.

After the war, James worked as a marble cutter in Brattleboro.
