Richard the son of Neal E. Starkey and Dorothy Starkey of Greenville SC enlisted in the US Marine Corps on February 24 1969 in Albany NY. He arrived in Vietnam on August 23 where he was assigned for duty with Company L, 3d Battalion, 3d Marines, 3d MARDIV (Rein) FMF.

During the month of September the Battalion operated out of Cam Lo in northern Quang Tri Province and on September 17 during Operation IDAHO CANYON while in their defensive perimeter northwest of the Razorback Ridge Company L was attacked by a large NVA force near Hill 154. Firing RPG (Rocket Propelled Grenades), automatic weapons, and throwing hand grenades the enemy breached a section of the protective wire but were repulsed with the men holding their ground. Sixteen men were killed during the battle and a large number of men were wounded. PFC Starkey was one of the casualties; he was killed in action by fragmentation wounds from a hostile grenade.
