Born in Rumford, Maine on February 24, 1927 he was a son of David and Mary (McGrath) Milligan. He was a graduate of Stephens High School in Rumford. He worked as a Pulp Bleach Foreman for Boise Cascade Paper Mill in Rumford until his retirement.
Earl was married in Rumford, Maine on October 30, 1949 to Fay Glover who died in West Paris on October 16, 2013.
He was predeceased by his wife Fay and a son Kevin and a daughter–in-law Terry Milligan.
Graveside services will be held in the spring at the West Ellis Cemetery in Rumford.
