Abner was the third of thirteen children born to Richard Phillips and Ruth Bonney. Several of Abner's siblings also relocated to Androscoggin county and lived in the surrounding towns.
Abner married Hannah Haskell. The births of their twelve children, born from 1776 to 1798, were all recorded in Livermore.
