Cecil is survived by his sons, Wayne (Kathleen) Cooper and David (Lynda) Cooper, daughter, Debra Cooper, nine grandchildren, eleven great-grandchildren, sister, Nola Ritchie, and wife, Ellen.
He was preceded in death by his parents, his first wife and mother of his children, Phyllis.
