A son of Thomas Greenway and Elizabeth Heard, he emigrated in 1846 with his family to Huron county, Upper Canada (later Ontario). In adulthood, he was a merchant with businesses in Devon, Crediton and Centralia Ontario, and involved in local politics prior to his first election to the Canadian Parliament. The family resided in Stephen Township of Huron County before moving west. His father died in 1851 and mother was remarried to John Balkwill.
Thomas Greenway as married twice: on 25 January 1860 to Annie Hicks (who died in 1875) and on 4 Jan 1877 to Emma Essery. He was the father of seven children in each marriage including: John Wesley (b 1862) Emma M. Greenway (b 1863), William H (b 1865), Thomas A (b 1867), Ida Jane (b 1869), Lillian M (b 1871), Annie E (b 1873), Edward T. Greenway (b 1877), Harry H. Greenway (b 1879), Ralph W. Greenway (b 1881), Elmo Greenway (b 1884), Earl Greenway (b 1884), Eva Grace Greenway (b 1886), and Hazel K. Greenway (b 1888).
