Joseph Baxter was the son of William Baxter and Sarah Berryhill. Included among Joseph's many siblings were two half-brothers, U.S. Federal Judge John Baxter, who was nominated by President Rutherford B. Hayes for a seat on the U.S. Circuit Court for the Sixth Circuit, and Elisha Baxter, tenth Governor of Arkansas. Joseph Baxter married widow Mary Baber, December 30, 1812. Their children were Sarah Baxter White, John Baxter, Martha Baxter Linney, William Baxter, Matilda Baxter, Mary Baxter Morris, Catherine Baxter Bennett, James Baxter and Elizabeth Baxter. Joseph's daughter Martha Baxter Linney, was the mother of U.S. Republican congressman Romulus Zachariah Linney and the great great grandmother of playwright and novelist Romulus Zachariah Linney IV. Joseph Baxter was also the grandfather of U.S. Commissioner James Morris and the great grandfather of U.S. District attorney, Franklin Armfield Linney.
