Alice and her twin brother Alton were the oldest of four children born to "Dee" and Mattie (Hogan) Barlow. She and her twin brother were born in Tazewell County VA in a coal mining community called Alfredton, which no longer exists. She and her siblings were raised in Pulaski, Virginia. At the age of 7 her father died of severe burns suffered during a workplace accident. She married Andrew Jackson "Jack" Williams about 1938. They had two children, a son and a daughter. She and her husband were buried at Sanders Cemetery, located about 3405 Major Grahams Road near Lead Mines, Virginia, where her husband was raised.
