Services will be 9:30 a.m. Wednesday at DeRoo Funeral Home, Moline, and 10 a.m. Wednesday at Christ the King Catholic Church, Moline. Burial will be in Greenview Memorial Gardens, East Moline. Visitation will be 2-4 and 6-8 p.m. Tuesday. There will be a wake service at 2 p.m.
Mr. Phelps worked with his father at Vic's Hot Lunch restaurant in Moline until 1950. He later owned and operated resorts in Danbury, Wis., and worked for Milton J. Wershaw Industrial Auctioneers, Los Angeles, and Florida Southern College, Lakeland, Fla.
He married Kathryn Arnold in 1924 in Moline. She died in 1958. He married Elsie Casel in 1960 in Carbondale, Ill.
He was a member of the church and its C.K.A.R.P. organization. Memorials may be made to the church.
Survivors include his wife; a daughter, Margaret "Mar G" Foreman, LaVerne, Calif.; sons, Terrence, Everett, Wash., and Donald, Moline; stepsons, Earle and Edward Casel, both of Moline; eight grandchildren; five step-grandchildren; six great-grandchildren; five step-great-grandchildren; and a sister, Mary Lou Sackfield, Koos Bay, Ore.
