U.S. Congressman. He graduated from the law department of the University of Michigan, in 1904, was admitted to the bar and commenced to practice law in Cleveland, Ohio. He was attorney for the Cleveland Legal Aid Society, (1909-11), a member of the Cleveland City Council, (1910-21), member of the Cleveland River and Harbor Commission, (1911-21) and treasurer of the American Association of Port Authorities, (1912-19). During World War I, he was in charge of Liberty Loan campaigns in his district. In 1921, he was elected as a Republican to the Sixty-seventh Congress, serving until 1923. An unsuccessful candidate for reelection, he resumed the practice of law and served as solicitor for Independence, Ohio, (1936-56).
