U.S. Congressman. He studied law in Carlisle, Pennsylvania, was admitted to the bar in 1838 and commenced the practice of law in Bloomfield, Pennsylvania. In 1849, he was elected as a Whig to the Thirty-first Congress, serving until 1851. Declining to be a candidate for re-nomination practiced law and was reporter of the decisions for the Supreme Court of Pennsylvania, (1856-61). President Lincoln appointed him chief justice of the court of claims, in 1861 and he served until he resigned in 1870. He then engaged in the practice of law until his death at age 64.
