He was a lawyer most famous for his involvement in the Dr. John Christopher Handy divorce case in 1891, the Oregon Land Fraud trials in 1905, and the San Francisco graft prosecution from 1906 to 1908.

Survived by his 2nd wife Edna I. Van Winkle-Heney whom he married he married on February 13, 1915.
While young, he worked in his father's furniture store.
He became a member of the bar in 1883.
1891 being an attorney in Tucson, Arizona Territory, he defended the abused wife of John C. Handy, who had threatened to kill him. Handy attacked Heney, and Francis J Heney shot and killed Handy in self-defense.
Heney was the Attorney General of the Arizona Territory between 1893 and 1895. Also was the chief prosecutor of the Oregon Land Fraud scandal.He served at the U.S. District Attorney for the District of Oregon.
He helped his brother Ben run/operate a cattle business in AZ
1912 he was a Delegate to the Republican National Convention from California.
In 1914 he ran for the U.S. Senate as a Progressive but lost to Democrat James D. Phelan.
