Vermont Governor. He graduated from Spaulding High School in 1918, and attended Boston University Law School while taking part in the Student Army Training Corps during World War I. After receiving his law degree in 1922 he began a practice in Barre. A Republican, he served on the City Council and was City Attorney from 1924 to 1926. From 1926 to 1928 he was Washington County State's Attorney, and he was City Attorney again from 1928 to 1930. From 1931 to 1936 Davis was a Vermont Superior Court Judge. In 1940 he became General Counsel of Montpelier's National Life Insurance Company, and he was President of the Vermont Bar Association in 1942. From 1943 to 1950 he was Vice President of National Life, and he served as Chief Executive Officer from 1950 to 1966, and Chairman from 1966 to 1968. In 1968 he ran successfully for Governor and served two terms, 1969 to 1973. Davis advocated for a sales tax to eliminate a budget deficit, and signed Act 250, the land use law which protects the state's natural resources during real estate development. After leaving office Davis was active in charities and civic groups, and authored several books.
