After studying law, he opened a practice in 1763 in Maine before coming to New Hampshire. He served as a member of the first and second Continental Congress, 1774 and 1775. After serving as the state's attorney general from 1782 until 1786, he served as the third governor of New Hampshire from 1786 to 1788. He was chairman of his state's convention to ratify the US Constitution in 1788. President George Washington appointed him on September 24, 1789 to serve on the United States District Court of New Hampshire. His health began to fail after the appointment. One of his brothers died in the American Revolution and another became the governor of Massachusetts. He married and had six children.
