Samuel was born about 1847. He was the son of David Carter and Orpha Lankton. He had two brothers: David and Joseph. His father died when Samuel was about 4 years old. His mother remarried.

Samuel was a private during the Civil War on the side of the Union. He was in Company F, 1st Oregon Infantry. He applied for a veteran's pension in July 1890. His wife died before 1900. In 1900 he was a farm laborer in Lebanon, Oregon and in 1910 he was a US mail carrier there. In the censuses of 1920 and 1930 he was living at the Oregon Soldiers' Home in Roseburg, Oregon.
