Frank Joseph was the son of Joseph D LaCour and Magdalena "Lena" Ruff. He married Elizabeth "Bessie" Kenyon. Frank was the proprietor of "Frenchy's Saloon" until he died in 1967. Frenchy's occupied the ground floor of the James Sheeley House, a well-known Chippewa Falls landmark. It was said that Frenchy poured "the coldest beer in town."
