US Army Brigadier General. He graduated from the University of Maine in 1898 and in May 1898 he joined the 1st Maine Volunteer Infantry for the Spanish-American War. In September he received a commission as a Second Lieutenant in the regular Army. He commanded a company of the 12th Infantry Regiment in the Philippines during the Spanish-American War. Merrill was a graduate of the Army School of the Line (1909), Command and General Staff College (1909), and the Army War College (1920). During World War I he was Chief of Staff for the 37th Division. In the late 1920s he was commander of the 10th Infantry Regiment at Fort Thomas, Kentucky. In 1933 and again from 1938 to 1940 he was commander of the Civilian Conservation Corps district headquartered at Fort Benjamin Harrison, Indiana. His last assignment was commander of the 3rd Infantry Brigade, and he retired in 1940. During World War II, Merrill was the Civil Defense Coordinator for greater Cincinnati. His awards included the Army Distinguished Service Medal, the Croix de Guerre from Belgium, and the Croix de Guerre and Legion of Honor from France.
