Son of William F. Kelley and Annie Hurd Kelley.

Charles, who resided on South West Street, Harrington, Delaware, served as a Private with Company A, 157th Infantry Regiment, 45th Infantry Division during World War II.

He was "Killed In Action" in Italy during the war.

He had served in the Army for one year and two months at the time of his death and was decorated with a Purple Heart.
