Paul was born on January 12, 1939 in Ada, Oklahoma to William Riley and Ethel Mae (Dollar) Riggs. He worked as a supervisor over test set maintenance for AT&T. On January 12, 1956, Paul enlisted in the United States Air Force serving four years, before being honorably discharged on January 11, 1960. He married Patsy Louise Stephens on November 3, 1978 in Gainesville, Texas. They were happily married for thirty-five years. He was an elder of the Lake Eufaula Christian Church.
