US Congressman. He served in the Union Navy during the Civil War as an Assistant Paymaster and supply officer on board the "USS Sibyl", a tin-clad gun boat that helped patrol the Mississippi River from 1864 to 1865. He was elected to represent two different Maine Congressional Districts in the United States House of Representatives, serving from 1877 to 1899 (1st District from 1887 to 1883, and from 1885 to 1899, and as an at-large delegate from 1883 to 1885). On two separate occasions he served as Speaker of the House of Representatives (1889 to 1891, and from 1895 to 1899).
