Elmer served as a First Lieutenant, Company C, 99th Infantry Battalion (Separate), U.S. Army during World War II.

The 99th Infantry Battalion was made up of "only" Norwegians and Americans with direct Norwegian descent. Soldiers picked out for this elite unit had to have a working knowledge of the Norwegian language and preferably already knowing how to ski.

He resided in Caledonia County, Vermont prior to the war.

Elmer was "Killed In Action" in Belgium during the war and was awarded the Purple Heart.
