Delbert was a 1940 graduate of Mt. Vernon High School. He was a WWII U.S. Army Veteran and proudly served in the 879th Airborne Engineer Company. Delbert retired
from the Missouri Department of Transportation, where he worked on highway maintenance. He also farmed, worked for Carnation Can and Milk Company and Blevins Asphalt. He was a member of the First Christian Church in Miller.
He will be sadly missed and lovingly remembered by his three sons, Leonard "Max" Carter and his wife, Kathleen, of Jasper, Gary "Wayne" Carter and his wife, Kimberly, of Oak Grove, Missouri, Thomas "Ray" Carter and his wife, Melissa, of Jasper; four daughters, Lenora Faye Darland of Carthage, Emma Marie Bradley and her husband, Barry, of Miller; Rilla Janette Leeper and her husband, Tom, of Miller,
Melody Jane Hurst and her husband, Kent, of Everton; one brother, JL Carter of Union, Missouri; sister-inlaw, Sue Carter of Dallas, Texas; 23 grandchildren and 54 great grandchildren and 9 great-great grandchildren. His son, Don Phillip Carter; sister, Itascha Rutledge; and two brothers, Roy Jean and Dallas Carter, also preceded him in death.
A funeral service will be held at 2:00 p.m. on Monday, September 16, 2013, at the
Fossett-Mosher Funeral Home with burial at the Ozark Prairie Cemetery. Visitation will be held from 2:00-4:00 p.m. on Sunday in the funeral home chapel. Memorial donations may be made to Mercy Hospice in care of the funeral home.
