SPRINGFIELD - Harvey Beam, 83, of Springfield, died Monday, Jan. 3, 2000 at Memorial Medical Center.

He was born Nov. 21, 1916 in Glenarm, the son of Robert Emanuel and Jennie Lynn Nave.

He married Billie Trotter.

Mr. Beam was a graduate of Springfield College and Lincoln College of Law.

He taught public school for five years; served in the U.S. Army during World War II, three years of which as an agent with the criminal investigation division of the Provost Marshall General; and practiced general law in local, state and federal courts for 23 years, starting with G. William Horsley and the firm of Brunsman, Beam and Crain, until his election to circuit judge in 1970 as chief judge of the 7th U.S. Circuit Court.

He also served by appointment on the appellate court, having retired in 1982.

He continued limited law practice after his retirement.

He was an active member of Douglas Avenue United Methodist Church, having served as superintendent, administrative board member, trustee and attorney.

He was a former member of Springfield Chamber of Commerce and served in the past as president of Kiwanis Club, president of American Field Service Chapter, secretary of Springfield Airport Authority.

He was a past commander and 50-year member of the American Legion and was a former member of Veterans of Foreign Wars.

He was a past president and active member of the Sangamon County Bar Association for 50 years, former member of the American Bar Association, member of the Illinois State Bar Association and Illinois Circuit and Appellate Judges Association, former member of American Judicature Society, 50-year member of the Laverly Lodge 6 AF&AM, Springfield Consistory, past director of Court 20 Royal Order of Jesters and Ansar Temple, where he served as ambassador for many years.

He was a past president of the 4th District Federated Bar Association and was an elected member of the Illinois State Bar Association to the Board of Governors, having served two terms.

He earned the Distinguished Alumnus Award for Springfield College of Illinois, the Outstanding Achievement Award from Kiwanis Civic Club, a Certificate of Appreciation for Service as a member of the Board of Geovernors by the Illinois State Bar Association awarded by the Sangamon County Bar Association for services rendered as president.

Survivors: wife, Billie; two daughters, Lyn (husband, William) Lakin, of Lake Quivira, Kan.; and Lisa Beam, of Kansas City, Mo.; and two grandchildren.
