An article published in the Canadian Journal of Public Health, Vol. 61, 1970 reads as follows: "Developed Public Health Nursing in Manitoba - Ms. Josephine DeBrincat was born on the island of Malta and came to Canada and received her nursing training at the Winnipeg General Hospital, graduating in 1925. In the same year, she took the health inspectors course and received the Royal Sanitary Inspector's Certificate. Rounding out her public health training in 1942, she received the Public Health Nursing diploma from the University of Toronto. Ms. DeBrincat's career is closely linked with the development of public health nursing services in Manitoba. She specialized in industrial nursing and was appointed Industrial Nurse Consultant in the Provincial Department of Health and Public Welfare. During and after the Second World War, Ms. DeBrincat served as Public Health Nurse Supervisor for the United Nations Rehabilitation and Relief Administration in Italy. Upon her return to Manitoba in 1946, she again took up her responsibilities as Industrial Nursing Consultant, Public Health Nursing Consultant, and Civil Defence Consultant to the Department of Health and Public Welfare. Ms. DeBrincat volunteered with the Manitoba Association of Registered Nurses and the Manitoba Public Health Association (MPHA), where she served as Secretary for many years. She was made an Honorary Life Member of MPHA and an Honorary Life Member of the Canadian Institute of Public Health Inspectors. Ms. DeBrincat retired in 1965 and was awarded CPHA's Honorary Life Membership in 1970."

She was the daughter of Filippo Muscat & Giovanna Rosa Diacono; her original name was Maria Giuseppa Muscat DeBrincat. She has two brothers also buried in Canada: Joseph and Matthew.
