James enlisted for Civil War army service at New Brighton, Pennsylvania, August 8, 1864, for a term of one year and was mustered into Company A, 127th Regiment, United States Colored Infantry (United States Colored Troops) at Philadelphia, Pennsylvania, August 23, 1864. Civilian Occupation: Barber. Mustered out at Brazos Santiago, Texas, September 11, 1865. Rank: Private. He applied for an invalid army pension, October 20, 1879, which was issued as Certificate #425502.

Although he does not appear in the 1890 U.S. Veterans Census, he is shown in the 1910 U.S. Census, Ward 25, Cleveland, Ohio (Cuyahoga County) living with his son, Charles F. Garland, head, black, single, born PA, insurance agent. James H. Garland, father, black, 76, m 2, 46 years, VA, own income. Mary E., mother, black, 68, m 1, 46 years, 4/3, MD, and and uncle, Albert, and aunt, Betty, surname, Trimiles.

At the time of his death from pneumonia and nephritis, he resided at 8812 Blaine in Cleveland. This house still stands but appears to be abandoned with empty lots on either side. He was buried February 5, 1918. His widow, Mary, applied for a widow's pension based on his army service, March 15, 1918 which was issued as Certificate #874867 in Ohio.

His name is on the United States Colored Troops Monument at Woodland Cemetery in the flagpole circle in the cemetery's center, middle column, last name. The Monument was dedicated in June of 2012. His name is also on Plaque D-132 on the Afro-American Civil War Memorial, Washington, D.C.

James has no headstone. The Veterans Administration will not process 40-1330 headstone applications due to a new regluation instigated in May 2012 unless a descendant signs it.
