Wilbur worked in preventive medicine and international public health. He developed the first effective yellow fever vaccine. He was the director of the International Health Department from 1935 to 1944. He was director of Health for the United Nations Relief and Rehabilitation Administration and was one of the architects of the World Health Organization.
