US Congressman. Elected to represent Florida's 5th District in the United States House of Representatives, he served from 1975 to 1981. Also served as a State Court Judge in Florida in 1960. On June 13, 1980, he was indicted for his part in the Abscam bribery scandal, and was convicted on January 26, 1981, of bribery, conspiracy, and interstate travel to further his illegal activities. He was later sentenced to prison. A native of Atlanta, Georgia, Kelly, also served in the Marine Corps during World War II, and was also a noted lawyer. He passed away at the age of 81, in Stevensville, Montana.
