Tommy Black was the son of Thomas Owen and Elda S. Hightower Black.
He grew up and attended school in Violet Hill, AR.
As a young boy he accepted Jesus Christ as his Savior and was baptized. He was ordained as a deacon in 1962 at the Ft. Wyman Baptist Church in Rolla. He was presently a member of the First Free Will Baptist Church of Waynesville.
After graduating from high school, he attended Arkansas College in Batesville and completed his Bachelor's Degree. He earned his Master's Degree at the University of Arkansas in Fayetteville and had additional studies at the University of Missouri in Columbia.
He entered the United States Army on September 16, 1952 in Little Rock and served his country faithfully until his honorable discharge on June 22, 1954. For his faithful service, he earned the Good Conduct Medal and the National Defense Service Medal.
On Christmas Eve, December 24, 1955, he was united in marriage to Barbara Ann Robbins in Batesville. They shared over 49 wonderful years of marriage together.
He had a deep love for children and therefore that was his drive for his many years of teaching school. From 1954 to 1956, he was a high school basketball coach and history teacher in Cherry Valley, AR. From 1956 to 1958, he was an elementary teacher in McCrory, AR. After moving from Arkansas, he became the Jr. High School basketball coach and history teacher in Houston, Mo. from 1958-1960. He was then asked to join the Rolla School District as an elementary teacher and was there from 1960 to 1968. He spent the majority of his teaching career with the Waynesville R-VI School District as an elementary teacher and an elementary principal. He was with the school district from 1968 until his retirement in 1988. He also taught part-time in the Drury College program at Fort Leonard Wood, Missouri and served as Intern Administrator Advisor. He was a career member of the Community Teachers Association, Parent/Teacher Association, Parent/Teacher Organization, Missouri State Teacher's Association, Missouri Association of Elementary School Principals, National Association of Elementary School Principals and a member of Phi Delta Kappa (an education honor fraternity). After his retirement as principal, he continued his work with children by driving school buses for the Waynesville R-VI School District and the Laquey R-V School District.
He served on the Waynesville City Council from 1990 to 1992. In his spare time, he enjoyed playing golf, bowling and watching and playing baseball. He was an active member with the Gideon International organization for many years.
