1st Governor of West Virginia, US Senator. Born in Waynesburg, Pennsylvania he and his family moved to Middlebourne Virginia (now West Virginia) when he was four years old. In 1843 he began practicing law in Parkersburg and soon found himself involved in local politics. From 1855 to 1861 he served, as a Whig, in the Virginia House of Delegates. Soon after the start of the Civil War he helped lead the movement in the northwestern counties of Virginia to support the Union. He presided over the Wheeling Convention that led to the formation of the new state of West Virginia. In 1863, Boreman, as a member of the Constitutional Union Party, was elected the first governor of the new state. As governor he organized a state militia to combat Confederate guerilla activities and supported legislation that denied former Confederates the right to hold public office thus insuring that his new party, the Republicans, would remain in control of the state government for several years. In 1869 he resigned his governorship to serve in the US Senate. He served one six year term in the Senate before returning to Parkersburg where he spent the remainder of his days practicing law and serving as a circuit judge.
