"War hero and Congressional Member," Samuel Riker was born 8 April 1743 in Long Island, Queens County, New York. He attended several schools and was a member of the Newtown committee of correspondence in 1774. Then he became a supervisor of Suffolk County in 1783 and lieutenant of Light Horse in the Revolution. A member of the State assembly in 1784 and was elected as a Republican to the Eighth Congress where he was filling the vacancy due to the resignation of John Smith. He served from 5 November 1804 to 3 March 1805 and was elected to the Tenth Congress from 4 March 1807 to 3 March 1809. He died 19 May 1823 in Newtown, Long Island, New York. His burial took place in the Dutch Reformed Cemetery of Newtown on 20 May 1823.
