Mr. Topliff was a member of the NY State Assembly, Supervisor for the the Town of Salamanca, and built a steamboat named "The Cattaraugus.," While in Assembly, he was a delegate chosen by his friend Gov. Fenton, to speak to President Lincoln about the number of Civil War draftees required from NY.
