Early and influential participant in the punk movementof New York City. Phillips was an actress, artist, fashion designer, and professional dominatrix. Phillps was the girlfriend and manager of no wave pioneer, musician James Chance. She frequently designed clothing for Blondie singer Debbie Harry and was also president of the Richard Hell Fan Club. Phillips starred in Amos Poe's 1978 DIY punk film, "The Foriegner."
