Prior to his retirement in 1982, Mr. Tecza was a Municipal Court clerk in Passaic, where he worked for 15 years. He was a former president of the Passaic City Employees Association and a past sergeant-at-arms for the New Jersey Municipal Court Clerks Association. He was a Navy veteran of World II and a member of American Legion Rosol Dul Post, Passaic; Veterans of Foreign Wars Post 2640, Wallington; Athenia Veterans Post, Clifton; and the Garden State Chapter of the Destroyers Association. He was a parishioner of St. John Kanty Roman Catholic Church in Clifton, New Jersey and president of its Golden Circle, and a member of its Finance Council and Executive Committee. He was a member of the Polish Falcons of America and the Polish National Alliance.
