There is a possibility that this is Thomas Babcock. In the Manchester records, Capt. Thomas Babcock marries Elizabeth Lee on 17 Jan 1808. There is a Thomas Babcock who was born on 11 May 1778.
This is only supposition. I can not find anything to substantiate it, nor can I find anything to refute it.
