Per History of Portland, Oregon (1890),he was b. Aug 20 1832 in Tyler Co VA to Samuel and Sarah (Rodes) Coulter. At age 4, his father died, and the family moved to Van Buren Co Iowa. He arrived in Oregon City OR in Sep 1850 after driving an ox team over the Oregon Trail. He moved to Olympia WA, taking a donation land claim and marrying Harriet E Tilley, eldest daughter of judge Abram Tilley. Over the years, he had a cattle business, operated a hotel, helped build a rail line, and developed mining and timber companies.
