Assistant Secretary of the Treasury. Appointed by President Franklin Pierce in 1853, Cisco served as sub-treasurer in New York City. He was retained in that position by Presidents Buchanan and Lincoln. In 1862, at Lincoln's urging, he became Treasurer of the Union Pacific Railroad. He resigned all of his government positions in 1864 and started his own banking house with his son, where he continued until his death.
