John started out as a newsboy for The Tribune in Scranton. His routes included many of the Scranton neighborhoods, but also included citywide circuits. He attended grade schools and Central High School in Scranton, and continued working for the paper, advancing to bookkeeper, and later Secretary Joseph A. Scranton, who was then the Publisher.

John and Ely Harris, a relative, operated a cigar store and later a laundry on North Main Avenue. In 1902, John left Scranton and went to St. Louis, Missouri, where he became connected with the Laciede Gas & Light Company. He later moved on to New York and established a collecting agency. Ultimately, he returned to Scranton. November 20, 1902, John married Nellie I. Fellows, daughter of the former Mayor of Scranton, John Fellows.

In Scranton, John started a real estate business -- his office was in the Mears Building. For 30 years, he acted as real estate agent in Scranton for several insurance and financial companies.

In 1911, he served as the tax collector for Lackawanna County. He was elected to the Pennsylvania State Senate, 10th district, Lackawanna County, and served two terms from 1931 - 1938.

In 1941, while living in Waverly, Lackawanna County, the position of Constable was on the ballot with no candidate -- one resident wrote in John's name, and he won the election with that one vote. He joked that the people of Waverly were too well mannered to need a Constable, but he served.

John and Nellie had the following children:

Louis J. Howell (1905-1999) m: Otto Philip Robinson

Jean F. Howell (1908-1996) m: Mott Peck

Esdras Fellows Howell (1910-1962) m: Florence Lydia Kerhli

John William Howell (1919-1952) m: Martha Morgan Shaw
