U.S. Congressman, Lawyer. Born in Preble County, Ohio, he graduated from Miami University at Oxford, Ohio in 1852. He studied law in Eaton, Ohio before completing his studies at the Cincinnati Law School. Sayler was admitted to the bar in Ohio and began to practice in Cincinnati. A successful lawyer, he was also a distinguished professor at the Cincinnati Female College during the late 1850's. In 1862, he was elected to the Ohio Legislature and served in the State Senate until 1864. He became a member of the Cincinnati City Council in 1864 and again in 1865. Elected as a Democrat to represent Ohio's 1st District in the United States House of Representatives, he served from 1873 to 1879. Reelected twice, Sayler was the Speaker pro tempore of the House for four months in 1876 and was also Chairman of the Committee on Public Lands. As a Congressman, he was a skillful orator and debater and an advocate of tariff reform. He was an unsuccessful candidate for reelection in 1878, and after leaving office, he moved to New York City and resumed his legal profession. He died there in 1892 when he was 61 years old. His father, John Ryner Sayler, was an Ohio Superior Court Associate Justice. His grandfather, Daniel Sayler, was a state politician in Ohio. His cousin, Henry Benton Sayler, was a U.S. Congressman from Indiana and a Civil War Officer as a Major in the Union Army.
