Phebe L. Jagger, a daughter of Rhoda (née Chilcote) and farmer Charles Jagger, was born in 1847 in Ohio, probably in Franklin Township, then in Richland County (now in Morrow County), where the Jagger family was enumerated in 1850. She was named after her great-grandmother Phebe Jaggers (née Foster). (Middle name reportedly Leora.)

Phebe L. Jagger and John G. Painter were married on 23 December 1869 in Morrow County, where their first three children were born:
• daughter, 1 April 1870 (name unknown, died in infancy)
• Georgia Anna Leora, 12 February 1872
• Charles Elmer, 7 November 1873

In 1878, the couple and their children moved to Coffey County, Kansas, where their fourth child, Ethel Satt, was born in 1886.

John Painter passed away in 1908. Phebe Painter afterwards lived with her daughter Ethel and son-in-law Robert E. Monfore in Waverly, Coffey County Kansas (1910 and 1920 U.S. Censuses), and later in Emporia, Lyon County, Kansas (1930 and 1940 U.S. Censuses).

Notes

Phebe Jagger may have been born in Franklin Twp., part of Knox Co. when she was born, and part of Morrow Co. when her family was enumerated there in 1850. An older sister was born reportedly in 1844 in Licking Co., Ohio.
