Charles Elmer Painter was a son of Phebe L. (née Jagger) and John G. Painter, born in 1873 in Morrow County, Ohio, probably in Mount Gilead, where his father worked as a butcher. The Painter family moved in 1878 to Coffey County, Kansas.

Charles' sister Georgia was married in 1894 in Coffey County, and afterwards moved to Lenawee County, Michigan. This appears to have encouraged Charles to move there as well.

Chas. E. Painter and "Adalaid" C. White were married on 19 May 1898 in Blissfield, Lenawee County. Both the bride and groom were then residents of Blissfield. By 1900, the couple had relocated to Waverly, Coffey County, Kansas, and were enumerated near Charles's parents. Charles and Adelaide Painter were the parents of five children, all born in Waverly. Charles worked as a grain and stock dealer, and was the Waverly Postmaster (until 1936).

The WWI draft registration card for Charles Elmer Painter of Waverly, Coffee Co., Kansas, confirms his 7 Nov 1873 birth date. He was a farmer and stockman. His nearest relative was his wife, Adelaide Painter.
