US Congressman. Born near Milledgeville, Ohio, he graduated from the National Normal University, in 1882 and was a teacher at Lebanon, Ohio, (1882-87). He then studied law, was admitted to the bar in 1887 and commenced to practice law at the Washington Court House, Fayette County, Ohio. In 1911, he was elected as a Democrat to the Sixty-second and Sixty-third Congresses, serving until 1915. Not a candidate for re-nomination, he resumed the practice of law at Washington Court House, Ohio, until his death at age 57.
