Howard was born 1 September 1906 in Lincoln Township, Harrison County, Iowa. He attended the Woodbine, Iowa Public Schools, following which he attended the Iowa State Teachers College (now the University of Northern Iowa) graduating in 1930 with a Bachelor of Science in Education. He taught in the Menlo (Iowa) Schools from 1932/33 through 1937/38, ending up as a high school principal. He married Katherine Roberta Williams 15 June 1933 in Dunlap, Iowa. Howard then joined the CCC as an Educational Advisor, ending up as a Camp Commander, first in Moorhead, Iowa and then in Elma, Washington. During WW-II he taught in the Flying Fortress School at Boeing FIeld in Seattle, Washington. After WW-II he took a job as a salesman at Perry Brothers, wholesale providers of dairy products in Seattle. Howard was an avid salmon fisherman who spent many hours on Puget Sound fishing for salmon. He died 4 September 1950 of a "Massive hemopericardium due to a rupture of dissecting aneurysm." Howard and Katherine had two children: Lee Allyn James and Rosemary Carol James. Added sibling = Marie Christine James (1896-1983)
