George B. Phelps was the youngest son of Dr. Edward Elisha and Phoebe Foxcroft (Lyon) Phelps. He married Eliza M Buckley on Aug 18, 1864 in Hinsdale, Grafton, New Hampshire.
Their son was Edward William Phelps, born in Brattleboro, VT Feb. 22, 1865, and died in Brattleboro May 1946.

Mr. Phelps served in the Civil War, enlisting in Company F, 16th Connecticut Infantry Regiment on 24 Aug 1862. He was promoted to Full Hospital Steward on 02 Aug 1864 and mustered out on 17 Feb 1864 transferring to the U.S. Veteran Reserve Corps, 24th Co. 2nd Infantry Company on 17 Feb 1864. He mustered out on 09 Jul 1864 and enlisted in the Regular Army Hospital Stewards Infantry on 02 Aug 1864. Finally he Mustered out on 22 Jun 1866. He died from wounds suffered at the Battle of Antietam.

The Vermont death certificate and the death notice in the Vermont Journal both give November 22 as the date of his death. November 12 is inscribed on the monument.
