A US Army veteran, his only political experience had been as a member of the Norwalk Board of Education when in 1958 he won the Democratic nomination for Congress. He lost a reelection bid in 1960 and went to work as general counsel for the United States Information Agency. In 1962 he was appointed state treasurer by Governor John N. Dempsey. In the election two years later he regained his former Congressional seat. He served two terms before losing reelection in 1968. He returned to practicing law and in 1971 was elected the mayor of Norwalk. He won reelection two years later and chose not to seek a third term in 1975.
