Aquilla J. Neff was born and lived his entire life in Muskingum County, Ohio. In 1860, he helped his father in the salt business. Around 1862, he served in the Civil War in Company E, 159th Ohio Volunteer Infantry (GAR Military Pension Record, File # 364-701). In 1870, he was a coal miner. He married Lucy E. Moore on November 3, 1870 (Muskingum County, Ohio, Marriage Book #6 Transcribed by Sylvia Hargrove in January 1975). And finally in 1880, he became a farmer.
