Served in the Kentucky state house of representatives in 1816. He was the secretary of state of Kentucky from 1823 to 1824. A United States District Attorney for Kentucky from 1833 to 1834. A Judge for the United States District Court for Kentucky from 1834 until 1861, to which he was appointed by President Andrew Jackson. At the outbreak of the Civil War, he left Kentucky and pledged his allegiance to the Confederate States. He helped to write the Constitution of the Confederate States of America.

The Judge's father was Andrew J. Monroe (b. 1749, d. 1815) and mother was Ann Bell Monroe (b. 1751). He was a cousin, several times removed, of James Monroe (b. 1758, d. 1831 Find A Grave Memorial# 724 and Memorial# 8352), fifth President of the United States.
