Hugh was an early settler of Perrysburg in 1816. He was the first of the Campbell family to settle Perrysburg who then farmed for many years in the 1800s and 1900s.

He married Emma October 6, 1806 in Albany. They then lived and farmed in Rensselaerville in Albany County before moving to Perrysburg in 1816. During the 1830s and 1840s Hugh was part of the settlement of Michigan when he purchased from the land offices. Part of the land Hugh purchased and then sold became the city of Coldwater, Michigan. Hugh in the 1850s was one of the early settlers and farmers of Fairgrove in Tuscola County, Michigan. He then sold this land to his son Price.

Hugh's parents are Pryse Campbell and Margaret Clark who immigrated from Scotland in the 1770s who later farmed in the late 1700s and early 1800s in Rensselaerville.
