Parish Garner was the son of John Garner (1633-1702) and Susanna Keene Garner of Westmoreland County, Virginia. They lived previously in Northumberland County, Virginia.

Parish Garner's will was dated February 12, 1718, probated March 18, 1718 in Northumberland County, Virginia, witnessed by John Keene and John Rice. As his will was probated March 18, 1718, Parish died sometime between February and March of 1718. (His brother Benjamin also died in 1718; Benjamin's will was probated May 28, 1718 in Westmoreland County, Virginia. The exact date of death isn't known for either brother, however it would have been within several weeks of each other.

Parish left his estate to his five children (equal parts), and a child's part to his wife Elizabeth.
